Council tax rates are very different from one part of England to another. This card puts the cheapest and most expensive councils side by side so you can see the gap.
We group councils before comparing them, because different types do different jobs. A district council looks after bins and planning. A unitary authority does all of that plus schools, roads and care. Comparing the two without grouping is not a fair comparison.
The cheapest Band D council for 2025-26 is shown at the top of this page. Rates are grouped by council type so you compare like with like.
Households in a two-tier area pay two bills — one to their district and one to their county. If you compare a district bill on its own to a unitary bill, the district looks much cheaper than it really is.
